Mr. Belmont has over 35 years of professional experience, helping employers optimize their investment in their employees' health and wellbeing through innovative strategies. His goal is to support the health journey of employees and their dependents while enhancing an employer's ability to recruit and retain talent.

Before joining the Coalition, Tom was the U.S. Health & Benefits Practice Leader at Gallagher, overseeing various specialty areas that served over 27,000 clients in the U.S. These areas included Actuarial and Underwriting, Data Analytics, Pharmacy Consulting, Health Pools, Coalitions and Trusts, Stop Loss, Absence & Productivity, Alternative Health Solutions, and Voluntary Benefits.

Tom is actively involved with several health-related nonprofits focused on improving community health and increasing access and equity.

Marsha Greene-Jones has been employed with the City of Philadelphia since 2012. In her role as Deputy, Director Human Resources, Ms. Greene-Jones is responsible for leading the Benefits strategy for both active and retiree Health and Welfare Benefit programs. She currently serves as an Alternate Trustee on the Board of Pensions for the City of Philadelphia (Retirement Fund) and is a Trustee on the Health and Welfare Boards for the Police and Fire Unions as well as District Council 47 and District Council 33. The City of Philadelphia employs approximately 31,000 employees in a variety of occupations from unskilled labors to highly skilled professionals.

Prior to joining the City of Philadelphia, Ms. Greene-Jones was employed as the Vice President of Human Resources, for Terumo Medical Corporation where she was responsible for employee relations, recruitment, compensation and benefits, performance management and safety. Prior to joining Terumo Medical Corporation Ms. Greene-Jones was employed by Redcats USA and Redcats UK where she served as the Vice President of Human Resources. While employed with Redcats Ms. Greene-Jones lived and worked both abroad in the United Kingdom and the United States. In her role as Vice President of Human Resources she was responsible for Human Resources strategy related to labor relations, employee relations, compensation and benefits, performance management, recruitment, safety, expatriate services as well as training and development. Ms. Greene-Jones holds a Bachelors of Arts degree from Bennett College and a Masters of Arts degree from Ohio University.

Her career began as a health coach, focusing on improving population health through education and preventive care. Sam has worked across diverse industries, including manufacturing and retail, giving her a practical understanding of workforce health challenges at scale. As Benefits Director at Five Below, she currently oversees the health and welfare plans for nearly 30,000 crew members, ensuring access to meaningful, value-driven benefits. Her cross-sector experience positions her to offer valuable insights on advancing health value, cost-effective care, and overall workforce well-being. Sam lives in South Jersey with her husband, children, and their dog. She enjoys visiting local eateries, cooking with her kids, and spending time with family in Ocean City, NJ and New Hampshire.

Sharon is the Director, Plan Administration, Interpretation, and Regulatory Matters at the Board of Pensions of the Presbyterian Church (U.S.A.). The Board is a non-profit organization that provides benefits and services – medical, prescription drug, dental care, vision care services, flexible spending account services, retirement benefits, and death and disability benefits to 65,000 Presbyterian Church (U.S.A.) church workers and all Presbyterian Churches nationwide. Sharon is responsible for overall administration, compliance and coordination of the healthcare program and related benefit programs for all plan members. She also works very closely with general counsel to interpret and implement new and existing legal requirements. Sharon is also the co-chair of the Diversity, Equity and Inclusion Leadership Council and has been with the Board for 25 years.

Sharon is passionate about improving employee health and well-being through education by promoting transparency, best practices, and healthcare quality. She is an active member of the GPBCH and serves on the Transparency Work Group and Benefit Design Group. Sharon was an advisor on the Oncology Transparency Reporting Group for the National Alliance of Healthcare Purchaser Coalition. Sharon also was a Leapfrog Bruce Bradley Fellow in 2019 and spent the year enhancing her knowledge and expertise on best practices, innovation and the challenges to achieve high quality care.

Edgar Chou, MD, MBA, FACP is Enterprise Medical Director – Employee Population Health & Value Based Care. Dr. Chou is a practicing Internist, board certified in Internal Medicine and Clinical Informatics. He previously served as the Chief Medical Informatics Officer and Chief Value Officer at Drexel University College of Medicine, leveraging the electronic health record to improve the quality of care through system design and data analytics. His role also included overseeing quality and value-based programs. He currently serves as the Jefferson Health Enterprise Medical Director of Employee Population Health and Value Based Care. His primary responsibilities include improving the quality of the health for Jefferson’s 55,000+ employees and their families and to develop programs to ensure efficient utilization of limited healthcare resources. The expectation is that these efforts can be expanded to other organizations and to Jefferson’s broader patient population and community at large.

Aileen Espiritu is the Benefits Manager for Essity North America, Inc., a leading global health and hygiene company dedicated to improving well-being through its products and services in over 150 countries. Ms. Espiritu is responsible for managing the Health and Welfare Benefits Program for 3,200 employees in the US. With over twenty years of benefits experience, she has the unique perspective of understanding benefits and its impact to businesses both as a consultant and as an employer. Prior to joining Essity, Ms. Espiritu was a Senior Consultant with Gallagher. Ms. Espiritu enjoys helping employees understand the value of their benefits and taking care of their health, while meeting the goals of the company. Increasing health literacy among employees has been a primary focus in her current role. She has been a member of the Greater Philadelphia Business Coalition on Health since its inception and participates in the benefit design interest group. She is a committed supporter of employer coalitions and is passionate about strengthening the collective influence of employers in the Greater Philadelphia region.

Matt focuses on global medical policies and standards, supporting Comcast NBCUniversal priority initiatives, providing subject matter expertise across the enterprise and serving as a trusted resource for business partners. He advises on public health issues, corporate medical programs and other wellbeing issues affecting the workplace.

Before joining Comcast, Matt worked at NASA, where he served as Chief Medical Officer and Flight Surgeon at the Armstrong Flight Research Center. Prior to that he held medical leadership roles at General Motors and served as a Naval Medical Officer from 2006 to 2020. He earned his M.D. at the Uniformed Services University of the Health Sciences (USUHS). He is board-certified in Occupational and Environmental Medicine as well as in Aerospace Medicine, receiving my residency training and a Master of Public Health from Johns Hopkins University Bloomberg School of Public Health. He also has a B.S. in Biotechnology from the University of Nebraska at Omaha.

J.T. Jones is currently a Senior Vice President at Aon, responsible for developing Health and Human Capital strategies alongside partners and clients in the greater Philadelphia market.
The health of populations has consistently been at the core of his professional endeavors. Starting with a clinical degree and early experience in Sports Medicine, to where he is today as a market leader for Aon, J.T. has covered a very wide cross-section of today’s healthcare ecosystem. The “in-between” years have included group benefits finance and medical underwriting, lobbying for the medically underserved and geographically isolated (think FQHC’s, CHC’s and CAH’s), commercializing population health with the pioneers of Dartmouth’s Center for the Evaluative Clinical Sciences, and working with large commercial clients on improving the health of their people/workforces. All of these experiences have taken him through the halls of entrepreneurial start-ups, non-profits, and large publicly-traded companies – providing him with very interesting perspectives on where and how health is delivered and managed today. J.T. has an undergraduate degree in Sports Medicine from the University of Delaware, and completed an MHA from Saint Joseph’s University, where he subsequently served as Adjunct Professor from 2010 until the beginning of the COVID pandemic; focusing on the “health” of the regional healthcare market and the leadership skills needed to address its challenges. Locally, J.T. leads Aon Philadelphia’s market efforts to educate and advise commercial employers within their health and wellness lifecycles. He is charged with market collaboration that pulls HR and Finance leaders together to tackle strategies that address cost, quality and access in today’s market.

She is responsible for strategic planning, navigating clients through compliance requirements, developing communications, assisting with escalated member issues, carrier/vendor negotiations and providing a consultative approach to both members of leadership and human resources at her clients. Ashley also has a specialized focus in expanded benefits and point solutions for programs such as fertility, wellness and family support/EAP. Ashley’s expertise includes consulting for clients within the healthcare, manufacturing, public entity and technology industries, as well as a significant focus on merger and acquisitions.

Ashley is a Magna Cum Laude graduate of Indiana University of Pennsylvania with a Bachelor of Science in Marketing and completed an English minor focused on Persuasive Speech and Writing. Ashley is an affiliate member of the Greater Philadelphia Business Coalition on Health. In 2025, Ashley was selected to participate in the Leapfrog Group 2025 Bruce Bradley Fellowship class, providing a year-long education and training program to take an active role in steering individuals to safer and high quality healthcare.

Before joining Main Line Health, Jonathan served as the Vice President of Compensation at Thomas Jefferson University Hospitals. With over 20 years of experience in human resources, including 15 years in healthcare, Jonathan brings a wealth of expertise to his current position. He holds a Bachelor of Professional Studies in Business from Lynn University, a Master’s degree in Healthcare Policy from Thomas Jefferson University, and a Masters Certificate in Healthcare Quality.

Her expertise and commitment to improving the health of IBX’s members is focused on proven practices, evidenced-based medicine, and cost-effective health care delivery. Dr. Kumar manages full accountability for pharmacy profit and loss, pharmacy clinical programs, and pharmacy sales and product development. This includes oversight of work related to the organization’s partnership with its pharmacy benefits manager. In addition, Dr. Kumar oversees the delivery of health care services for self-funded and fully insured employer groups. Dr. Kumar is an accomplished physician executive with expertise in the hospital and health care industries. With more than 14 years in managed care and 25 years as a physician, she is a trusted, sought-after speaker and an esteemed voice in the health care community. Throughout the COVID-19 pandemic, Dr. Kumar played a pivotal role in sharing critical information about vaccines, masking, and other safety protocols aimed at keeping people well. Dr. Kumar joined IBX in 2017 and in 2020 took on the role as Market Medical Executive and vice president of Clinical Solutions. Prior to that, she served as vice president of Clinical Services for AmeriHealth Administrators and Chief Clinical Officer at Jefferson Health Plans. Dr. Kumar is a Fellow at the American College of Physicians. She serves on the board for POWER for Professional Women, and the grant advisory committee for Fred’s Footsteps. Dr. Kumar completed her internal medicine residency training at Johns Hopkins University.

Maral Parciael is a human resources executive with over 20 years of experience leading transformative initiatives across HR strategy, technology, employee experience, and workforce health. As Associate Vice President of Total Rewards, Technology, and Employee Experience at Main Line Health, Maral oversees strategic programs that enhance employee experience, optimize health benefit delivery, and improve operational efficiency. He leads the organization’s Employee Health function, driving initiatives that promote workforce well-being, improve access to care, and support a culture of health and safety.

Maral spearheaded the development and implementation of HR4U, a major transformation project that transitioned Main Line Health to an HR Shared Services model. This initiative streamlined HR operations, improved service delivery, and created a more cohesive and accessible experience for employees across the organization. His leadership is grounded in a commitment to data-driven decision-making, cross-functional collaboration, and continuous improvement. Maral’s team leverages automation and system enhancements to optimize processes and deliver an exceptional end-user experience for employees and business partners. He partners with internal and external stakeholders to deliver insights that inform benefit design, population health strategies, and cost-effective solutions.

Throughout his career, Maral has worked with diverse organizations to implement HR technologies that drive operational effectiveness, reduce costs, and elevate employee satisfaction. His expertise in HR analytics and technology has enabled the creation of programs that align with business goals and support sustainable health outcomes. Maral holds a Bachelor’s degree in Business Administration from the University of Central Florida and an MBA from Valdosta State University. With a strong foundation in business and management principles, he brings a strategic lens to every initiative. Outside of work, Maral enjoys spending time with his growing family and close friends, traveling, and riding a moped scooter.

Dr. Nicole (Nikki) Shaffer, Doctorally prepared nurse practitioner. Fellow of American Association of Occupational Health Nurses and Sr. Director Pfizer Colleague Wellness, has over 29 years of Occupational Health Experience. She started her career at Warner Lambert pharmaceutical manufacturing plant and remained there for 16 years with increasing levels of responsibility and under 3 different company names including Pfizer and Johnson and Johnson. In 2011 she returned to Pfizer to lead the North America Colleague Wellness operations. Now, In her current role she is responsible for the health and wellness programs for Pfizer’s employees globally, including management of onsite health clinics, and has been a leader and strategic driver for the COVID-19 efforts throughout the pandemic and also establishment of internal vaccination programs globally. Other areas of responsibility include: leave of absence management, EAP and mental health program oversight, Threat Response Core team member, Healthy Pfizer Wellness program leader and many other diverse roles to decrease health disparities and increase accessibility of healthcare to employees and families globally.

James is the Vice President of Benefits for Aramark. In his role James is responsible for oversight over all of Aramark’s benefit functions including strategic and financial responsibility for Aramark’s health and welfare programs and retirement savings plans.

James has over 20 years of experience in the area of group health and welfare benefits. James has industry experience from three pivotal perspectives – consulting, carrier and management, allowing him to see the industry from a unique lens, bringing distinctive value and industry perspective.

Prior to joining Aramark James was an Assistant Vice President at Aon’s Philadelphia practice. James also held the position of Deputy HR Director for the City of Philadelphia where through creative funding and network strategies James allowed the City to exceed its budget goals each year during his tenure. James also has experience working for a large insurance carrier as an account executive in the early part of his career where he served large local and national accounts.

James holds a BS in Management from LaSalle University and a Minor in Health Care Administration. James attained his Masters Degree in Health Care Administration from St. Joseph’s University.
